Weirdly, I do seem to be able to adopt one of the children from the orphanage still, but once I do, they don't seem to go to the house either. Also, I can no longer adopt the other homeless children - when they ask if I have a house, the only option is No. I adopted Lucia in Whiterun, but she never goes to the house - she's just stood there in the Whiterun Inn with the "need to collect my things and say goodbye" message. I've used the HMA Bless spell to set the LotD Safehouse as my house, and it appeared to work (I got the message saying the house was set and there were 6 child beds), but I'm having trouble getting children to move in.
I'm playing with Legacy of the Dragonborn, and have Hearthfire Multiple Adoptions installed to let me use custom housing.
